What can I use flex dollars for?
Generally speaking, flex dollars have two uses:

Flex dollars can be chosen to fill out any uncovered residual amount for a medical or dental claim, meaning, if your policy only covers 80% of a prescription refill at a pharmacy, for example, your flex dollars can be put towards the remaining 20% not covered by the plan.
What happens to my flex dollars at the end of the calendar year?
Flex dollars cannot be rolled over into the next calendar year, so it is therefore advisable to find an expense it if possible to receive the most value from it.
